DLC: Digital Distribution

Day 3 - Digital distribution
there will be a question on the 2007 biennial survey asking about digital deposit.

Q: With pushed docs, will there be a retention requirement?

DLC: Web Harvesting

Web Harvesting [Matt Landgraf/Kathy Brazee - GPO]

major issues:

  • assignment of purls or successor system [handles]
  • sudocs policies
  • cooperative cataloging
  • harvesting complete publications

PURLs/handles

  • publishing agenies prefer the purl be directed to the live copy on their web sites, which increase the visibility of their web sites
  • current policy leads to much more work in terms of purl maintenance

SuDocs Policies:

cooperative cataloging:

  • exploring the use of cooperative cataloging partnerships as an additional method for completing bib records for web harvested content. Procedures & quality control mechanisms need to be in place
  • also need to test the z39.50 gateway to allow for easy transfer of bib records

harvesting complete pubs:

  • at least 25% of the in-scope content represents only a section or a portion of a complete publication

ongoing technology discovery

  • continuing to develop more fully automated harvesting tools & methodologies in prepartion for full implementation under the FDSys

related issues:

  • grouping of portions of docs into one
  • cataloging
  • determine in or out of scope
  • SOD 304 policy statement states that agency permission is needed

DLC: Training Depository Librarians to Train Non-depository Librarians

What is a module?

  • covers broad subject topics
  • allows for different types of training

Wikipedia

As a librarian, I get to sit in meetings or read articles/discussion lists and hear people rant about the evils of Wikipedia.  Full confession: I use Wikipedia.  I even edit it occasionally!  And, even though this isn’t really documents-related, I decided to post this here:  the Pew Internet and the American Life project did a survey and discovered that roughly 36% of american adult internet users consult Wikipedia.  Not only that, they found that Wikipedia was more popular among the well-educated [considered someone with a college degree].  This adds an interesting wrinkle to the debate!

DLC: Regionals’ meeting, part 2

During the second session of the Regionals’ meeting, the discussion centered around the answers to the following question: Which of the following is/are you/your depository’s area of emphasis:

a. Perform the full range of regional responsibilities for building tangible collections and serving their communities
b. Training for public service
c. Service to selective depositories (assistance with discards and other issues related to depository management)
d. Online or electronic access
e. Other

While all five of these received votes [you were allowed to cast more than one vote], the majority of the discussion focused on training.  I didn’t think all of the categories were well-defined, and I wasn’t completely sure who distinguished between their priority vs. their administration’s.  Anyway, I think I liked an answer to e, Other, the best:  do it all, collaboratively.  As in, recognize that the Regional system should perform all of these responsibilities, but that one library may not be able to.

DLC: Regionals’ Meeting, part 1

  3. Introductions & welcome to new Regional Librarians
    • not every regional librarian was in attendance; there were a couple of new regional librarians
  4. Update of Council actions & plans
    1. Bill Sudduth, Council Chair & Regional librarian at the U of South Carolina, gave an overview of Council’s plans for the meeting. He indicated that Council would be returning to the practice of making recommendations to GPO.
  5. Update on IMLS grant and digitization projects
    • Tim Byrne, University of Colorado, gave an update on the Government Information in the 21st Century grant that CU received from IMLS. The project aims to train depository librarians in Arizona, Colorado, New Mexico, Utah, and Wyoming to train non-depository librarians regarding government information. He said that modules are beginning to be added to the WebJunction space for the project, and that they were holding their first ‘Train-the-trainer’ conference in June. He indicated that they were looking to collaborate with another group of states, if any were interested. Tim and Kirsten Clark, project manager, are giving a presentation to Council on Tuesday morning, and more information will be available then.
    • Tim also updated the group on the GWLA/CRL project to digitize technical reports. They have completed a pilot project, and the documents are now available in the Technical Report Archive and Image Library. Currently they are looking for material [preferably in paper - microfiche will be used as a last resort] and are also looking for institutions who are willing to host copies of the digital files.
  6. Update on ASERL project
    • Sandee McAninch updated the group on the ASERL Cooperative Government Documents project. The project, which includes Regional depositories in Alabama, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, and Virginia, aims to “explore ways to enhance cooperative collection management, training, outreach and service activities to improve access to Federal government information for the citizens of the Southeastern states. This collaborative Regional Depository would further the Government Printing Office’s (GPO) objective of increasing cooperation among Regional Depositories. Goals of this effort include:
      • developing depository collections that include at least five “centers of excellence” for each Federal agency among the participating ASERL Regional Depository libraries;
      • ensuring support for improved access to digital and tangible depository collections;
      • providing more depository outreach and training for all libraries in each state in the region.
    • Currently a Steering Committee is being put together. A selective depository representative and an administration representative are still being sought.
  7. NTIS project/passwords
    1. NTIS has agreed that libraries participating in the DARTS project can make it available through the libraries’ proxy server. This will entail scripting the username and password.
    2. In order to participate in the DARTS project, you will need to have your director sign a validation form & fax it to GPO.
  8. LOCKSS Report
    • There wasn’t much discussion about the recently released report on the GPO LOCKSS-DOCS pilot project. Sandee McAninch, U of Kentucky, commented that GPO should have surveyed the libraries who participated in order to clear up some unknowns expressed in the report.
  9. Other Business/Questions/Concerns
    • Amy West, U of Minnesota, shared that her library had been ‘consulted’ and one recommendation that the consultants had was to admit that electronic was the preferred format for her university & that policies and procedures should be adjusted accordingly. She asked how this would fit into the guidelines for Regionals - and basically, it doesn’t at this time. [Regionals are responsible for ensuring at least one tangible copy of a document exists in the state.]
