DLC: Regionals Meeting

Retro cataloging:

  • gpo is currently reviewing responses to their rfp for retro cataloging from digitized shelflist
  • gpo has funding for cataloging project (2-years)
  • can we collaborate, cooperate on retro cataloging?
    • sounds like everyone is doing this on their own
    • way to batch records?
    • Problems with batch loading?
  • GPO’s z39.50 gateway will be open soon - first to regionals
    • Note to self: check for FW records in oclc
  • Once shelflist is digitized, could gpo talk to oclc re: pulling together records with those titles?
  • Jennie’s (MT) head of tech svcs has been talking to oclc re: batches/subsets

Selectives/regionals leaving the program / need for national standards:

  • Michigan and Kansas have guidelines for leaving the program; do other states?
  • There are no guidelines for regionals dropping their status
    • Should this be a part of the handbook?

random: Are state plans still necessary?

  • MOU is at JCP; everyone is waiting
  • shared regional guidelines well received; tons of comments on draft guidelines

public access assessments – impact on regionals

  • remote assessment; using biennial survey, web sites, etc.

Tim’s digitization project update:

  • NBS monographs, some AEC reports digitized & available via trail (technical reports archive and image library)
  • Looking at technical reports from orphan agencies
  • Currently digitizing bureau of mines bulletins (available next 2-3 months)
  • Negotiating with uMichigan – for space in the google queue
    • Files won’t be available for download – only page-by-page

Recipes

As I’ve been visiting various state of Alabama web sites, I’ve come across a few recipes & just had to share!

The Farmers’ Market Authority features a new recipe each month!

Wild Game Recipes from the Alabama Department of Conservation and Natural Resources give you ideas for fixing duck, venison, squirrel, turkey, and more!

Alabama’s First Lady, Patsy Riley, shares some of her favorite recipes, including game day chili and chicken salad pie.

DLC: Guidelines for the FDLP

This Council Plenary Session focused on FDLP Manual Supplement 2: Guidelines for the Federal Depository Library Program. GPO staff assume that it will go away once the FDLP Handbook becomes final [currently still a draft]. Technically it is a Council document (according to Chair Geoff Swindells), and Council can decide if it wants to review/update the document, or create a new one.

Discussion centered on the updated Handbook, whether or not a new document was necessary, and the fact that the current document reads like an executive summary of the Handbook.

It was noted that the guidelines currently focus on collections – if collections were removed, what would take its place? council decided to take out everything non-depository related (like adhere to ILL standards) and re-create the document, moving more towards service standards.

Not sure if a deadline was mentioned for updating the document.

DLC: GPO and Persistent Identification (aka Handles)

History: Oclc developed purls; First gpo purl, march 26, 1998

GPO has decided to adopt cnri’s handles as consistent naming system for fdsys. Handles have been around for 10 years – has been continually modified and updated (while PURLs haven’t, really).

Assigned name to a resource

Cnri registration is mandatory before creating handle system – they assign a prefix (ie, 10-200/url)

Handles is a java-based program (no http); String of numbers followed by slash

Handles must be resolved through a proxy server; cnri does provide a proxy server for systems who don’t want to set up their own. That’s what GPO used for their beta test.

Requires an admin to update url;

Purl software resides on unix servers along with

Purl is free; handles requires subscription fee (ie, you get what you pay for)

handles and the fdsys:

handles … all features required by fdsys

currently beta-testing handles; comments will be sent to fdsys folks

LC has a handles operation – able to give advice, etc.

Full-scale implementation is dependent on fdsys and their timetable

New handles and old purls:

Gpo expects that it will be possible to resolve purls through the handles server (90,000 purls created thus far)

in order for purls to be resolved, they’re going to have to be entered into the handle database

alpha test results:

  1. handles software more sophisticated than purls
  2. handles more complicated to create
  3. handles can be hand-created/named rather than automatically generated
  4. complexity of software … more difficult to modify handles after creation
  5. one handle can contain multiple urls –
    1. doesn’t automatically resolve
  6. ??

anything a handle is created for will have a digital copy on gpo servers

purl server wasn’t built to scale – once they hit 20,000 purls validation of purl db stopped. handles are scalable

Q: will there be an api set-up from purls to handles?
A: during beta test did not use apis, used [something that wasn’t intelligible]

Q: long-term plan for purl system?
A: part of fdsys (release 1C)

Q: will there be any maintenance at the local library catalog level that will occur (ie, changing links in ILS?
A: don’t foresee any

Q: have you tested the scalability of handles?
A: no; beta test was limited
Response: may want to re-assess file-naming conventions for scalability once

Comment: Umich is using handles to deal with their google content

Q: does handle system have any implications for authentication/validation?
A: outside the scope of the beta test; addressed in a future release of fdsys

Q: will handle system be open-url compliant?
A: will have to resolve it through a proxy server

Q: will handle system lend itself to referral stats? (reference to purl referral service)
A: outside the scope of the pilot; there is a metrics component to the product

Reminder that this is open for comments; need feedback from community to determine where to go

Q: how is gpo going to pay for the handle service?
A: annual fee; very nominal. Gpo will pay – won’t be passed on to users

Q: is this more labor-intensive than the purl process?
A: yes and no – depends on the way it’s deployed – system-generated handle vs. naming convention, could mean more work

Q: what happens to the incorrect purl?
A: before migration takes place, purl maintenance will be complete

Q: is there an advantage in handles vis-à-vis serials solutions? what kind?
A: distributed network means greater response time
A: open url standard has a place in it for handles – could be an advantage

Q: how would handles ‘handle’ a serial publication, with multiple files associated with one entity? Any serials in current beta test
A: current beta test (demonstration) doesn’t include serials; decided to keep it as simple as possible.

DLC: Opening Session

Intro from Bob Tapella, new Public Printer.

He sees GPO as an aggregator and facilitator. Wants to provide flexibility to library partners.

Specific issues:
- health of gpo: celebrating 4 straight years in the black
- gpo express: 800+ publications have been added to the program from the gpo express program
- sales program: important – need to try & make it successful. currently reviewing options to try & make money
- digitization: see report on fdlp desktop
- fdsys: new name to be announced later (note: new name is federal digital system)

next sudocs will not be ric davis. however, ric will be helping mr. tapella find a new superintendent of documents. what qualities should the next sudocs possess? Email ric (rdavis@gpo.gov) - no names, just qualities & characteristics.

distribution backlog

  • fdlp desktop will have a new depository distribution web page
  • info on box numbers, shipping lists, timelines, responses to claims, additional contact info
  • 7 new staff members have been added to distribution area

Also: Ric is in charge of customer relationship management system. This should lead to better, more timely responses.

biennial survey
- focus on info re: public access assessments [gathering info in biennial survey]

fdlp express
- can tailor fdlp-l so that you receive announcements on info you’re interested in
- can customize via fdlp.gov

digitization
proposed path forward:
- establish partnerships with other agencies (nara, loc)
- establish standards for digitization
- check the summary report

fdlp handbook
- still draft – going under another review

shared regionals
- received over 300 comments
- guidelines are now final & available on the gpo web site

ILS
- check gpo update
- currently migrating to v. 18 of aleph
- close to release of z39.50 gateway
- library directory is complete & should soon replace the existing directory

metadata extraction
- dtic, odu working on a contract to automate extraction of metadata
- see announcement from a couple of weeks ago
- looking to evaluate alternatives to creating metadata, look at staffing, develop requirements for use with fdsys

homeland security digital library soon to be partner with gpo
new templates/info for partnerships on fdlp.gov (see partnership FAQs)

GPO wants to continue online training sessions with OPAL. There will be upcoming sessions on the new directory, e-government, etc.
